My niece sprayed silver spray paint over her mums boiler casing which is enamel painted white. It needs to be removed as council will charge her £250 for New Casing for Boiler please anyone with any suggestions ?

Try anti graffiti spray it should not affect the enamel and the silver should just wipe away or you could try cutting compound from Halfords.
