I’m thinking about selling necklaces and bows online to make some money. Would it be legal to buy charms from places like Hobby Lobby, and buy the chains separately, then put the necklaces together and sell them?

It is absolutely legal, you would only have a problem if you tried to claim the individual pieces were made by you. Many places sell in bulk so people can do exactly as you propose.
